Many people charge their phones (for a small fee) at the ubiquitous kiosks where they buy airtime (remember, most phones are pre-paid, so people are constantly buying airtime "top-ups", which can be as little as 2000 Ush, or just over a dollar). Sometimes you can charge your phone for free by buying a certain amount of airtime. This system appears to work well even in small towns far from Kampala.

How do they charge their phones if they don't have electricity?

Perhaps the cell towers are powered from solar panels, but if you don't have a light bulb, you probably can't charge your phone. Do they have charging cafes? Public outlets in the town square?

I was amazed by this article. It is thought to be true. There is no red tape in getting a phone in Uganda.Using bulbs on whatever source of power is lucrative now.Only those with lined pockets can afford to use solar panels, generators and hydro power energy to use the bulbs.
